here's what i've got as a possibility for a water source. I've plotted it the best i can on a google map that i've invited you to see/edit. If you can't open the link, the source is a campsite in Modoc National Forest called Patterson Campground. On the website, they say there's "drinking water throughout the campsite" and the campsite is a "major equestrian trailhead" so it's accessible by big trucks with big trailers.
The water is probably from the mountains, not from a municipal water supply that could be tainted with agricultural run-off or worse (Alturas=Arsenic?!).
I'm thinking a phone call to the Modoc NF Ranger station would be wise to get a better sense of road conditions, popularity of the campsite, and how the water is distributed throughout the campsite. Let's hope by pipes with threaded faucets that fit common hose (not by pastoral mountain stream!).

This is a place Beth found, she hasn’t put it on the google map because she can’t figure out how to… or she hasn’t tried. She contacted the people at Lahontan State Recreation Area about filling up there, but so far hasn’t heard anything back.
